The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 – in force from 6th April 2026 – apply to all buildings in England that contain two or more sets of domestic premises, and which are either (a) at least 18 metres above ground level or have at least seven storeys; or (b) are more than 11 metres in height above ground level that have simultaneous evacuation strategies in place.
A “simultaneous evacuation strategy” is an evacuation strategy where all residents should leave the building in the event of a fire, rather than staying put.

Fire Safety (England) Regulations require you to send fire safety instructions and fire door annual advice to all residents in all blocks in England, regardless of height. Of course, you need a way to it’s mandatory to collect and store profiling information for all residents aged 16+ in higher-risk buildings that can have an impact on building safety risks and emergency plans, for example, residents with impairments or communication needs.
Additionally, the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 expands this requirement to include buildings over 11m with a simultaneous evacuation policy and removes the minimum age threshold, meaning you must profile all residents in these properties.
